Debian is one of the oldest still actively developed Linux distributions, and serves as the foundation for a huge number of other distributions, including Ubuntu itself. It's maintained by a community of volunteers, with no commercial company behind it, which partly explains its particularly cautious approach to updates.
Its release cycle is deliberately long: every package is tested extensively before making it into a stable release, at the cost of sometimes less recent software than other distributions.
